Minnesota is on track to become the first Midwestern state to provide nearly all workers with paid family and medical leave, a benefit that’s relatively rare in the U.S. but common worldwide.The Minnesota House passed legislation Tuesday creating a universal leave program on a 68-64 vote after six hours of debate.
